Troop Structure & Organization

The Troop organization and leadership structure is made up of adults and scout leaders. The adult leaders are there to insure that the scouting principles are followed by providing guidance and training.  Adult leaders oversee the business aspects of the troop and provide leadership training to the scouts so that they can run the troop.

The guiding principles of scouting states that the troop be boy-led. Therefore, the scoutmaster's job, with the help of the assistant scoutmasters, is to train, enable and empower the scout leaders to run the troop themselves.

The adult leaders are there to teach, train, step aside and let the scouts do their job. At Troop 36, our goal is to let the scouts plan and run their own meetings, plan their own outings and activities and teach the necessary skills to other scouts without or with little adult intervention.

The Troop Hierarchy

The troop hierarchy at the scout level starts with the Senior Patrol Leader or SPL.  This key position is responsible for running the troop meetings, organizing the patrols and directing the activities.   Patrols are the basic units of the troop composed of groups of 6 to 8 scouts.  Each patrol has a Patrol Leader whom reports to the SPL. 

The Assistant Senior patrol Leader or ASPL is the second position in command.  The scout holding this position helps the SPL run the troop, trains and directs the other positions of responsibility. Positions of responsibility have specific tasks and duties necessary to run the troop efficiently.

The Scout Leadership

There are only two elected positions. All other positions are appointed by the SPL or the PL with the approval of the Scoutmaster.

The Patrol Leaders Council

Members of the Patrol Leaders Council or PLC meet monthly to discuss the troop plans, upcoming outings and future meeting activities. The members of the PLC are the decision makers for the troop.  Each patrol is represented by their Patrol Leader. This meeting is run by the Senior Patrol Leader with the help of the Assistant Senior Patrol Leader.

Every year, graduating cub scouts from various packs join the troop to become scouts.  In many cases there are enough new members to form a new patrol. A Troop Guide, is appointed by the Scoutmaster to work with a new scout patrol.  The Troop Guide is responsible to insure that the leader of this new patrol is represented in the PLC. The Troop Guide provides coaching and training to the new patrol leader and helps teach scout skill to the new patrol members.

All other positions of responsibility are not part of the PLC, however their input at these meetings is valuable even though these positions have no voting power.
